The Missouri Department of Health and Senior Services has announced the filing of a proposed rule amendment that would establish curbside pickup at licensed cannabis dispensary facilities.

The Division of Cannabis Regulation filed the proposed amendment to 19 CSR 100-1.180 with the Missouri Secretary of State and the Joint Committee on Administrative Rules.

The proposed rules establish a regulatory framework for curbside pickup and outline requirements for completing curbside transactions at dispensaries. Specific details of the transaction process will be available when the proposed amendment is published in the Missouri Register.

Before filing the amendment, DHSS published draft rules on its website and solicited feedback from industry stakeholders through the agency’s pre-rulemaking process.

The proposed rules are scheduled to appear in the September 1, 2026, issue of the Missouri Register. The publication will begin a formal public comment period running from September 1 through October 1.

Members of the public, cannabis businesses, patients, consumers, and other interested parties will be able to submit comments during that period.

DHSS expects to file the final version of the rules near the end of 2026 following its review of public comments.
